Yes, you should drain your water if you do not plan on using your hot tub anytime soon. Perhaps you have a hot tub at your summer house but do not plan on running your spa for some time (winter months) therefore you should drain your hot tub.
If your water begins to be unclear that’s an indicator that something could be wrong. Usually cloudy water means something is wrong with the lack of maintenance. If you are unable to clear up the water with the right chemical treatment, then you should drain your hot tub.
